[03]BOILTE Partner Requirements

Requirements for a nationalmanufacturing partnerBOILTE

Is your plant suitable for BOILTE?

BOILTE selects national manufacturing partners among operating industrial companies that can provide controlled manufacturing, welding, quality, traceability and compliance with the applicable standards.

What we assess
Manufacturing Capability + Welding Competence + Quality Culture + Financial Stability + Market Capability + Service Potential + Willingness to Operate Inside the BOILTE System

If individual technical capabilities need development, BOILTE may set a Factory Development Plan before Manufacturing Authorization.

[01]Candidate profile

What kind of company we look for

Plant size and the number of certificates are not the only things that matter.
  • an operating legal entity
  • a real industrial manufacturing plant
  • its own production personnel
  • experience making industrial equipment
  • controlled welding production
  • a QA/QC system
  • material traceability
  • the required equipment, or access to an agreed manufacturing chain
  • the financial ability to carry out real orders
  • readiness to work to BOILTE Technical Documentation and BOILTE Quality Standards

Priority goes to plants with experience in industrial boilers, pressure vessels, heat exchangers, process vessels, industrial heat-transfer equipment, piping systems, energy equipment and other critical welded equipment.

Boiler-making experience

Boiler-making experience is a significant advantage, not the only criterion. BOILTE may consider a plant with strong competence in pressure equipment or other critical welded equipment if the gaps found can be closed through a Factory Development Plan:

  • qualification of additional welders
  • preparation of new welding procedures
  • purchase and upgrade of equipment
  • strengthening QA/QC
  • introducing material traceability
  • organizing pressure testing
  • engaging a qualified NDT provider
  • closing gaps in document control and calibration
[02]Manufacturing

Manufacturing capability

Which operations are required depends on the product and the permitted Manufacturing Scope.
01→

Metal cutting

CNC plasma, laser, flame or mechanical cutting. The required accuracy and part identification must be achieved.

02→

Metal forming

Plate rolling, press brake, bending equipment, pipe bending. For cylindrical shells, plate thickness and width, diameter and forming accuracy are assessed.

03→

Machining

Drilling, turning, milling, tube-sheet preparation, flange machining. Not every operation has to be in-house.

04→

Lifting & handling

Cranes or an equivalent, lifting capacity, shop height, door size, safe movement and transport limits.

[03]Welding

Welding capability

The plant must have qualified welders for the materials, thickness ranges, positions and welding processes used. Depending on the Product Platform, GTAW/TIG, SMAW, GMAW/MIG-MAG, FCAW, SAW and other permitted processes may apply.
Welder qualification

For critical welded joints, practical experience is not enough: documented qualification is required. Depending on the market, ISO 9606, ASME BPVC Section IX or recognized national equivalents apply.

WPS / PQR / WPQR

The procedure package may include WPS and supporting PQR/WPQR based on ISO 15614, ASME BPVC Section IX or another applicable code. Routine production of critical pressure-retaining components without approved welding procedures is not allowed.

Welding coordination

The plant must appoint a person responsible for welding coordination. A qualified Welding Engineer or Welding Coordinator is an advantage.

What welding coordination covers
  • welding procedures and their validity
  • welder qualifications
  • materials and welding consumables
  • joint preparation
  • welding parameters
  • preheat and interpass temperature
  • PWHT when required
  • weld repairs
  • welding records and traceability
[04]Quality

Quality management and traceability

BOILTE assesses how the system actually works, not only whether a certificate exists.
  • incoming inspection
  • production controls
  • inspection points
  • documentation
  • measuring control
  • NDT
  • testing
  • product release
  • non-conformity management

ISO 9001 is an advantage and may become mandatory for individual Product Platforms and markets. Compliance or certification to ISO 3834 is a strong advantage for welding production.

Material traceability
  1. Material Certificate
  2. Heat / Batch Number
  3. Raw Material
  4. Manufactured Component
  5. BOILTE Product
  • incoming inspection
  • material certificates
  • heat and batch identification
  • controlled transfer of marking
  • controlled storage
  • production traceability records
[05]Testing and inspection

NDT, pressure testing, calibration

Some methods can be covered by qualified contractors.
01→

Non-destructive testing

Access to the required VT, PT, MT, UT and RT methods, depending on the Product Platform and the governing code. External NDT providers are allowed if the provider is approved, personnel are qualified to ISO 9712 or an equivalent, methods and acceptance criteria are controlled, and results are documented and available to BOILTE.

02→

Pressure testing

Safe performance or control of hydrostatic and other pressure tests: test equipment, calibrated gauges, a safe area, documented procedures and retained records.

03→

Measuring & calibration

Measuring equipment used for product acceptance stays under control: pressure gauges, temperature instruments, calipers, micrometers, weld gauges and dimensional tools. A calibration register is kept.

04→

Welding consumables

A controlled system for storage, issue, identification, batch accounting, drying and baking when required, return and disposal of welding consumables.

[06]Organization

Contractors, certification, people

BOILTE does not require every operation to happen inside one building.
Contractors

Qualified subcontractors may take NDT, machining, heat treatment, blasting, painting and special tests. Critical contractors sit in the approved manufacturing chain: after Manufacturing Authorization they cannot be changed without the BOILTE review that the agreement provides.

Local certification

For each market, pressure-equipment requirements, boiler codes, welding requirements, inspection, product registration, environmental and safety requirements are defined separately. The candidate does not have to hold every certificate at the first stage, but must be able to obtain the approvals required for its territory.

Key personnel

Factory management, production, quality, welding coordination, procurement and technical contact with BOILTE. For a full national partner, sales, commissioning, service and warranty coordination are assessed as well.

Financial capability

The plant must be able to buy materials, finance the production cycle, keep people and equipment, deliver projects of the relevant scale and meet its own warranty obligations. Having suitable machines is not enough by itself.

Local market capability

The existing base of industrial customers, B2B sales experience, engineering and commercial staff, market knowledge, installation, commissioning, service and spare-parts support are assessed. If a function is missing at launch, a development plan can be agreed.

[07]Documentation and IP

Working with BOILTE documentation

Protection of technology and designs is a mandatory condition of the partnership.
  • access only for authorized users
  • use of the current revision only
  • use only inside the permitted Manufacturing Scope
  • no uncontrolled distribution
  • retention of production records
  • handover of QA/QC records under the BOILTE procedure

The partner receives access to BOILTE IP only within the Partnership Agreement and the current Manufacturing Authorization. All technology, designs, calculations, BOILTE Technical Documentation, manufacturing methods, know-how, digital materials and trademarks remain the intellectual property of BOILTE.

Manufacturing Authorization gives the partner a limited, controlled and revocable right to use the issued BOILTE technology only to manufacture the agreed BOILTE equipment within the approved Manufacturing Scope. Handing over the documentation does not transfer ownership of the technology or a right to use it freely outside the BOILTE system.

BOILTE Technical Documentation may not be used to manufacture equipment outside the authorized scope, to make derivative products under the partner’s own brand or a third-party brand, to pass the technology to third parties, or to copy and distribute it without control. The detailed limits, liability and remedies are set in the Partnership Agreement and the Technology & Manufacturing License.

Assessment result
Approved

The plant meets the requirements of the proposed Product Platform and can move to the next authorization stage.

Assessment result
Conditionally approved

The candidate is technically sound, but must close the gaps found through a BOILTE Factory Development Plan.

Assessment result
Not approved

Critical technical, quality, legal, financial or integrity risks mean the process cannot continue.

[10]Pilot and authorization

Pilot Product and Manufacturing Authorization

Passing Factory Assessment does not automatically permit series production.
  • use of BOILTE Technical Documentation
  • materials and traceability
  • cutting and forming
  • welding
  • dimensional conformity
  • NDT
  • QA/QC records
  • required tests
  • completeness of documentation
  • final quality and release readiness
Authorization applies to the combination
COMPANY + MANUFACTURING FACILITY + BOILTE PRODUCT PLATFORM + APPROVED MANUFACTURING SCOPE

Only product made within a current Manufacturing Authorization may be presented as made at a BOILTE Authorized Manufacturing Facility.

[11]Limits

Critical stop factors

Circumstances in which qualification does not continue.
  • no verifiable manufacturing plant
  • refusal of Factory Assessment
  • no controlled welding production
  • unqualified welders on critical joints
  • no required material traceability
  • inability to carry out the required inspections and tests
  • falsification of certificates, qualifications or records
  • systematic use of unchecked or nonconforming materials
  • refusal to protect BOILTE IP
  • uncontrolled distribution of BOILTE Technical Documentation
  • refusal to work to controlled revisions
  • critical financial instability
  • serious legal and safety breaches
  • refusal to close critical non-conformities
The main selection principle

BOILTE does not choose a partner only by plant size, number of machines or number of certificates. Technical gaps that can reasonably be closed through a Factory Development Plan should not automatically disqualify a strong candidate. A weak quality culture, lack of transparency, weak management discipline and unreadiness to protect BOILTE IP are treated much more seriously.

Could your plant fit?

You do not have to decide compliance with every requirement yourself. The first stage — Preliminary Qualification — is free. Provide basic information about the company and the plant, and BOILTE will decide whether Factory Assessment is the right next step.
